He heads the law enforcement forces of the Islamic Republic. A former IRGC member, he has held several senior posts in the Iranian police. Over the years he has played a key role in suppressing dissent. He oversees internal security and law enforcement — a function that has taken on heightened significance amid fears of unrest and external calls for regime change.
Head of the Judiciary

He has held numerous senior positions in Iran's judiciary. Following Ali Khamenei's death he joined the interim leadership council, remaining there until Mojtaba Khamenei was selected as the new Supreme Leader. A senior cleric and long-standing pillar of the regime, he plays a central role in maintaining internal control. He has issued stern warnings about unrest, explicitly raising the possibility of the death penalty — particularly in wartime.
Commander-in-Chief of the Army

He served as an adviser to Ali Khamenei and was Iran's Minister of Defence in Hassan Rouhani's government from 2017 to 2021. As Commander-in-Chief of the Army, he is the principal figure of Iran's conventional armed forces, which operate alongside — but separately from — the IRGC.
Commander of the IRGC Quds Force

A veteran of the IRGC, he was appointed to this position following the killing of Qasem Soleimani in a US airstrike at Baghdad airport in 2020. He had served as Soleimani's deputy from the 1990s until his death. He commands the IRGC's extraterritorial operations wing, which oversees Iran's network of regional allies and proxy forces.
Minister of Foreign Affairs

He led Iran's negotiating team in talks with the United States over the nuclear programme in 2025 and 2026. Previously, from 2013 to 2021, he served as deputy to Mohammad Javad Zarif, the former foreign minister in Rouhani's government. He is known for his central role in the negotiations that produced the 2015 nuclear deal (JCPOA), and later as Iran's chief negotiator in the 2021 talks aimed at reviving it. Unlike Zarif, he is reputed to maintain good relations with the IRGC.
Chairman of the Expediency Council

A cleric and political figure who has chaired the Expediency Council since December 2018. He previously served as Head of the Judiciary from 2009 to 2019 and has been a long-standing member of the Assembly of Experts and the Guardian Council. One of the most prominent figures of the influential Larijani family, he is regarded as a conservative with close ties to the Iranian leadership.
